According to "Bild", the International Football Association Board (IFAB) has put the new offside regulations on the agenda on Tuesday, but whether it will be implemented and implemented will not be determined until the IFAB annual meeting.

On Tuesday, the IFAB Technical Committee put the new offside regulations on the agenda. The committee is composed of players, coaches and referees, but it only has the right to propose, not decision-making, so it needs to wait until the IFAB Annual General Meeting to be held early next year to decide.

Former Arsenal legendary coach Wenger proposed to reform the existing offside rules in football matches in 2020. According to the new rules proposed by Wenger, an offside will only be ruled out when the offensive player's body is completely in front of the second-to-last defensive player, thus giving the forward more advantages. This means that if any part of the players' bodies overlap, it will not be called offside.

This new offside rule, also known as "Wenger's Law", was once tried and tested by FIFA, but was interrupted due to the epidemic.

In addition to the new offside rules to be discussed at the meeting, the IFAB Technical Committee also submitted other topics, such as expanding the scope of application of the existing goalkeeper ball-holding rules to combat behavior that delays the game time.

The existing goalkeeper ball-holding rules stipulate that after the goalkeeper gets the ball, he has 8 seconds to let the ball re-enter the game. The referee will raise his hand in the last 5 seconds for a countdown. If the timeout expires, the referee has the right to award a corner kick to the opponent.

The IFAB technical committee intends to expand the scope of application of this rule. They hope to further apply this rule to throw-in and other scenarios.
