In the statement, these organizations also cited a legal regulation passed by Angola in October this year. It stated that public funds can only be established by order of the President of the Republic, and must be accompanied by a demonstration report of necessity and technical and economic feasibility. It pointed out that the cost of the match with Argentina violated "good governance practices and the obligation to prioritize the allocation of basic rights and resources" and required full disclosure of all costs and contracts for the event and related projects, re-evaluation of the budget, and the establishment of an independent audit mechanism.
